The Order promulgating the Ordinance regulating the State’s management of fire alarm and fire fighting work , that signed on October 4th, 1961, is one of the earliest Ordinances issued by our State. This demonstrates the importance of the fire alarm and fire fighting. To enhance the effectiveness of State management over fire alarm and fire fighting activities, protect human life and health, protect assets of the States, organizations and individuals, protect the environment, ensure political security, social order and safety, the 10th National Assembly passed the fire alarm and fire fighting Law. The Law took effect from October 4th, 2001. This is clearly states: The fire alarm and fire fighting work is the responsibility of each agency, organization, household and individual in Vietnam. The Law also stipulates that October 4th every year, that is ” Day for all people to prevent and fight fires”.

In 2013, after 12 years of implementing the fire alarm and fire fighting Law, to promptly respond to social development, 13th National Assembly promulgated Law No. 40/2013/QH13 in November 22th, 2013 on amending and supplementing a number of articles of fire alarm and fire fighting. After the Law took effect, the Government issued Decree No. 79/2014/ND-CP in July 31th, 2014. It details the implementation of a number of articles of the Law on fire alarm and fire fighting. In addition, it amends and supplements a number of articles of the Law.
